Bishkek, Feb. 15, 2019. /Kabar/. In Kyrgyzstan, a system for assessing the risks and needs of convicts was presented, the topic was elaborated on during a round table in Bishkek. Regional director of the Penal Reform International (PRI) Office in Central Asia Azamat Shambilov told that the risk assessment of convicts is a system that is used in many prison systems of the world, and not only in prisons, but also in probation. “This is a tool that allows the most individual approach to the issue of execution of punishment in relation to a specific person. Thanks to this system, psychological, legal and other issues are identified that give a more objective, accurate picture of the convicted person. Based on this assessment, certain officials will make objective decisions,” Shambilov said. Deputy of the Jogorku Kenesh (Kyrgyz Parliament) Ainura Altybaeva noted that the law on probation was discussed in 2018 and began its work this year. “There is a big reform in the country. The introduction of probation is relevant and new to our country. We hope that our judges will be objective, because in the center of our reforms are, first of all, human rights,” the deputy said.
