Bishkek, Feb. 15, 2019. /Kabar/. The growth of extremist and terrorist crimes has not been stopped in any of the Central Asian countries. Such data was provided during the round table on “System for Assessing the Risks and Needs of Convicts in Places of Detention in the Light of the Adopted New Criminal Law of the Kyrgyz Republic” in Bishkek. According to the information, the number of people convicted for such crimes in the Kyrgyz Republic is 256 (as of March 25, 2018), in Kazakhstan – 661 (as of February 12, 2018), in Tajikistan – 675 (as of May 14, 2018). “Terrorists often deliberately commit ordinary crimes to hide in colonies and create “frozen cells” there. Both joint and separate detention has its disadvantages. With joint detention, a kind of diffuse recruitment takes place, while with separate detention, very cohesive terrorist or extremist cells can form,” Chairman of the Science Advisory Council of the CIS Anti-Terrorist Center Marianna Kochubey said. The study states that due to the favorable social and psychological conditions provided by members of extremist groups, conducting recruitment activities in prisons - atonement for sins and indulgence for crimes that will be committed in the future for the benefit of the organization, the possibility of escaping from lower castes and others, the number of adherents of radical groups is expanding.
