Speaker of the Jogorku Kenesh Dastanbek Dzhumabekov attended the exhibition hall of e-Estonia, where he got acquainted with innovations in the field of IT-technologies. The Speaker of the Kyrgyz parliament is in Estonia on an official visit. Since 2000, the Estonian government has moved to paperless cabinet meetings, using an electronic documentation network on the Internet. According to the results of the competition of the European Commission, the project for transitioning the public sector to electronic documentation was recognized as the best in Europe. Estonians also had the opportunity to file tax returns electronically. Through a single portal, a citizen can receive various government services on the Internet. Using an ID card, Estonian residents can verify their identity in a regular way, as well as electronically, and also use the card for digital signature, to participate in elections and even buy tickets for public transport. In October 2005, Estonian residents were able to participate in local government elections through the Internet, without leaving home for the first time in the world. Estonia has one of the best practices in the implementation of e-government. With the support of the Estonian Electronic Governance Academy, the Tunduk e-government introduction project has been implemented in Kyrgyzstan. During the implementation of this project, a legal framework was created for the introduction of data exchange, and necessary strategies and documents describing the IT architecture were developed. In addition to Kyrgyzstan, the Estonian Electronic Governance Academy facilitated the introduction of such a system in Tunisia, Palestine, and Namibia.
